Manages the development, implementation and administration of compensation and benefits programs, policies, and procedures. Leads the organization’s drug and alcohol, benefits and compensation programs, including but not limited to: medical examination services, life and health insurance, disability, federal and state mandated leave regulations, company leave policies, job evaluation, salary and incentive programs, etc.

Direct preparation and distribution of written and verbal information to inform employees of benefits and compensation plans, changes or updates.
Plan, direct, supervise, and coordinate work activities of staff relating to benefits and our Metro’s Drug & Alcohol Program, and compensation.
Identify and implement benefits to increase the quality of life for employees, by working with brokers and researching benefits issues and solutions.
Design, evaluate and modify benefit policies to ensure that programs are current, competitive and compliant with regulatory requirements.
Analyze compensation policies, government regulations, and prevailing wage rates to develop competitive compensation plan.
Mediate between benefits providers and employees, such as by assisting in handling employees’ benefits-related questions or taking suggestions.
Aid in Contract Negotiation by developing benefit information and costs for various insurance plans and benefits options.
Prepare and maintain detailed job descriptions and classification systems and define job levels and families.
Maintain pay grade integrity and adjust to the market as needed.
Manage the design and development of tools to assist employees in benefits selection, and to guide managers through compensation decisions.
Ensures the SORTA/Metro Drug and Alcohol Program is in compliance with company policy, State and Federal regulations.
Provide direct oversight and monitor performance of the third party administrator to Medical Exam Services and other Human Resources third party vendor relationships.
Conduct and/or participate in relevant compensation surveys.Analyze surveys to ensure appropriate compensation across all departments
Assist with the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department and organization accomplishments.
Oversee the continued development of staff to keep them abreast of new technologies; oversee and direct the development of staff skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards. Advance staff through training, professional development and promotional opportunities.
Work in compliance with Metro’s safety and security policies.

Bachelor’s Degree (four year college or university) in business administration or human resources.
Knowledge of accepted business practices, especially those pertaining to organizational development and leadership.

Demonstrates five to ten years progressive experience in benefits, compensation and human resources.
Three to five years of experience at the supervisory level
